Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Xiaoliang Zhang's authorization to treat injured workers within the New York State workers’ compensation system effective August 16, 2017. Dr. Zhang's last known business address is:

The Chair’s designee's investigation has revealed that on or about July 11, 2017, Dr. Zhang was charged in the United States District Court, Eastern District of New York, with allegedly willfully executing and attempting to execute a scheme and artifice to defraud Medicare and Medicaid, to allegedly obtain, by means of materially false and fraudulent pretenses, representations and promises, money and property owned by, and under the custody and control of, Medicare and Medicaid, in connection with the delivery of and payment for health care benefits, items, and services.

Therefore, the Chair believes that Dr. Zhang may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Zhang is prohibited from rendering treatment and care to injured workers while his authorization is temporarily suspended. Reports submitted by Dr. Zhang for services rendered prior to August 16, 2017 are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Zhang for services rendered prior to August 16, 2017 should not be denied due to the suspension of his authorization.
