The repeal of Part 391 of Title 12 of the NYCRR was proposed as a part of Governor Hochul's EXPRESSNY initiative to amend or repeal burdensome, redundant, or outdated regulations. These regulations have been superseded by case law.
The Notice of Proposed Rule Making will be published in the August 12, 2026, edition of the State Register. Comments regarding the proposal will be accepted for 60 days after publication. Please submit comments by emailing regulations@wcb.ny.gov.
