Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised her authority to temporarily suspend Dr. Anna Danuta Steiner's authorization to treat injured workers within the New York State workers' compensation system effective July 25, 2019. Dr. Steiner's last known business address is:

The Chair's designee's investigation has revealed that on or about July 10, 2019, Dr. Steiner was arraigned on a one-count indictment charging her with conspiracy to commit health care fraud for allegedly taking kickbacks in a Medicare fraud scheme in which she prescribed knee braces and topical cream for patients she never met or examined, and ordered medical equipment and prescriptions in connection with supposed telemedicine services, causing more than $7 million in claims to Medicare.

Therefore, the Chair believes that Dr. Steiner may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Steiner is prohibited from rendering treatment and care to injured workers and from conducting reviews of records regarding variance requests pursuant to 12 NYCRR § 324.3(b)(2)(ii)(a) while her authorization is temporarily suspended. Reports submitted by Dr. Steiner for services rendered prior to July 25, 2019, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Steiner for services rendered prior to July 25, 2019, should not be denied due to the suspension of her authorization.
