Subject Numbers Regarding Health Provider Authorizations

Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised her authority to temporarily suspend Dr. Leo A. Kronert’s authorization to treat injured workers within the New York State workers’ compensation system effective November 14, 2020. Dr. Kronert's last known business address is:

The Chair’s designee’s investigation has revealed that the New York State Education Department, Regents Review Committee, has issued Order # 30965, wherein the charge against Dr. Kronert was proven by a preponderance of the evidence, including that on or about August 5, 2014, he knowingly and willfully submitted a false and fraudulent claim for payment to Blue Cross, Blue Shield of Western New York, and was subsequently convicted of committing Healthcare Fraud, in violation of Title 18, United States Code Section 1347. This resulted in a one-year suspension, during which Dr. Kronert must successfully complete a course in ethics, and a two-year probationary period.

Therefore, the Chair believes that Dr. Kronert may be guilty of misconduct as described in Education Law §6509(5)(a)(i), and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Kronert is prohibited from rendering treatment and care to injured workers, or to conduct reviews of records regarding variance requests pursuant to 12 NYCRR § 324.3(b)(2)(ii)(a), while his authorization is temporarily suspended. Reports submitted by Dr. Kronert for services rendered prior to November 14, 2020, are valid but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Kronert for services rendered prior to November 14, 2020, should not be denied due to the suspension of his authorization.
