Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Robert R. Karpman’s authorization to perform independent medical examinations in the New York State workers’ compensation system effective January 20, 2017. Dr. Karpman's last known business addresses are 4205 Long Branch Road, Liverpool, New York 13090, and 24304 NY Route 37, Watertown, New York 13601.

The Chair’s designee’s investigation revealed that despite being served with a Notice to Produce, Dr. Karpman has failed to produce the requested documents. As a result of the foregoing, the Chair believes that Dr. Karpman may be guilty of misconduct under WCL §13-d(2)(f) for the refusal to produce “any relevant book or paper concerning his or her conduct under any authorization granted to him or her under this chapter.”

Therefore, the Chair believes that Dr. Karpman may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Karpman is prohibited from performing independent medical examinations of injured workers while his authorization is temporarily suspended. Reports submitted by Dr. Karpman for independent medical examinations performed prior to January 20, 2017 are valid, but are invalid for any independent medical examinations performed on or after that date. Requests to cross-examine Dr. Karpman for independent medical examinations performed prior to January 20, 2017, should not be denied due to the suspension of his authorization.

This suspension remains in effect until further notice. Any questions regarding the authorized lists should be referred to the Medical Director’s Office at 1 (800) 781-2362.
