Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised her authority to temporarily suspend Dr. Lorelei Davidson's authorization to treat injured workers within the New York State workers' compensation system effective September 15, 2023. Dr. Davidson's last known business addresses are:

The Chair's designee's investigation has revealed that the New York State Department of Health, State Board for Professional Medical Conduct (BPMC) has issued Order # 23-169, wherein Dr. Davidson could not successfully defend against at least one act of misconduct alleged, in full satisfaction of the charges against her, including that she deviated from the standard of care in her evaluation of multiple patients by failing to document and/or obtain a detailed history and an appropriate and complete physical examination, failing to identify or describe an adequate diagnosis, failing to obtain and/or document an adequate pain history, failing to prescribe appropriate physical therapy, inappropriately and with no medical justification prescribing varying types, doses and combinations of addictive substances including opioids, and providing addictive medications to a patient who reported a history of substance abuse, among numerous other acts of misconduct alleged. This resulted in a limit on her license to practice medicine in New York State to preclude prescribing, administering, ordering and/or dispensing controlled substances, as well as a limitation to preclude all pain management whether chronic or acute, a 3 year stayed suspension, and a 5 year probationary period, during which Dr. Davidson shall not be permitted to practice medicine except when monitored by a Practice Supervisor, and during which she must successfully complete continuing education as directed by the Office of Professional Medical Conduct.

Therefore, the Chair believes that Dr. Davidson may be guilty of misconduct as described in Education Law §6530(4), and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Davidson is prohibited from rendering treatment and care to injured workers, and from conducting reviews of records regarding variance requests pursuant to 12 NYCRR § 324.3(b)(2)(ii)(a), while her authorization is temporarily suspended. Reports submitted by Dr. Davidson for services rendered prior to September 15, 2023, are valid but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Davidson for services rendered prior to September 15, 2023, should not be denied due to the suspension of her authorization.

This suspension remains in effect until further notice. Any questions regarding the authorized lists should be referred to the Medical Director's Office at 1 (800) 781-2362.
