Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Paul C. Dippert’s authorizations to treat injured workers and to perform independent medical examinations in the New York State workers’ compensation system effective August 8, 2016. Dr. Dippert's last known business address is 6970 Erie Road, Derby, New York 14047.

The Chair’s designee’s investigation has revealed that the New York State Department of Health, State Board for Professional Medical Conduct (BPMC) has issued Order # 16-226, wherein Dr. Dippert pled guilty to the First Specification, that he practiced the profession of medicine with negligence on more than one occasion, including that he failed to make a timely and proper diagnosis of a patient, failed to order indicated diagnostic tests, failed to perform an indicated cognitive test, inappropriately prescribed narcotics for a patient, and failed to refer patients for indicated consultations, resulting in a limitation on his license to preclude the care and treatment of female patients, a $1,000 fine, and that his license to practice medicine shall be limited pursuant to N.Y. Pub. Health Law §230-a, to preclude patient contact and any practice of medicine, clinical or otherwise.

Therefore, the Chair believes that Dr. Dippert may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Dippert is prohibited from rendering treatment and care to injured workers and from performing independent medical examinations while his authorizations are temporarily suspended. Reports submitted by Dr. Dippert for services rendered prior to August 8, 2016, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Dippert for services rendered prior to August 8, 2016, should not be denied due to the suspension of his authorizations.

This suspension remains in effect until further notice. Any questions regarding the authorized lists should be referred to the Medical Director’s Office at 1 (800) 781-2362.
