Subject No. 046-624

Revocation of Dr. Joseph Paul's
Authorization to Treat Injured Workers
Effective September 11, 2013

Authorization No. 142830-9W

Date: September 23, 2013

Pursuant to Workers' Compensation Law Section 13-d(5), the Chair of the New York State Workers' Compensation Board (Board) has exercised his authority to revoke Dr. Joseph Paulís authorization to treat injured workers within the New York State workers' compensation system effective September 11, 2013. Dr. Paul's last known business address is 3621 Glenwood Road, Brooklyn, New York 11210.

The revocation is based upon Consent Order (BPMC # 12-177), issued by the Department of Health, Office of Professional Medical Conduct (OPMC) dated August 25, 2012, effective September 3, 2012, wherein Dr. Paul agreed to accept censure and reprimand, and the payment of a $3,000 fine, and certain other and further requirements as set forth in the order. The basis for the Consent Order was that he did not contest one specification in the Statement of Charges, to wit: he violated New York Education law § 6530(9)(a)(i) by being convicted of committing an act constituting a crime under New York state law. On or about March 2, 2011, Dr. Paul pled guilty to attempted unauthorized practice of profession, in violation of N.Y. Education law § 10-6512, a class A misdemeanor.

Dr. Paul had his authorization to perform independent medical examinations revoked by the Board on January 1, 2013, due to the expiration of his board certified certificate from the American Board of Orthopaedic Surgery.

Dr. Paul had his authorization to treat injured workers temporarily suspended by the Board on March 4, 2013.

Dr. Paul is prohibited from rendering treatment and care to injured workers. Reports submitted by Dr. Paul for services rendered prior to March 4, 2013, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Paul for services rendered prior to March 4, 2013 should not be denied due to the temporary suspension and subsequent revocation of his authorization to treat.

Any questions regarding the authorized lists should be referred to the Medical Directorís Office at 1 (800) 781-2362.
