BPR Project Sponsor Update

February Update

It is hard to believe that we are now six months into the BPR project! We are well on our way to completing our project deliverables, and we are working closely with stakeholders on the To-Be Recommendations document. Our consultant is working on the deliverables for the final phase of the project, the target environment, business cases and roadmap. I also have a number of updates on some items I told you about in January, so let’s get started!

For the final phase of the project, there are three major deliverables that our consultant will submit to the Board. The target environment describes the envisioned workers’ compensation system and the Workers’ Compensation Board’s role within the system. It includes a high level process design, an assessment of the organization of the Board, and a high level description of new technology solutions. A business case defines the business need of a project and supports the accompanying project proposal with an objective analysis of the costs and benefits of doing the proposed project and some of the risks and considerations in moving forward with the project. There will be a business case for each project. The roadmap is a blueprint for implementing the solution, i.e., the projects that form from the recommendations. The roadmap will include information regarding process, organization and technology, and transition activities. It will lay out the time frames and dependencies of the projects.

Moving on to the project updates, I’m pleased to report that the As-Is Assessment document has been published to the BPR section of the Board's website. I want to thank all of you for your input into this document. I believe it is an accurate reflection of the system as it is today, and that is largely due to your honest and frank feedback. Our Advisory Council (formerly Advisory Group) is off to a running start. The kickoff meeting took place in January, and we recently held a meeting to share the recommendations in the To-Be Recommendations document with the Council. The Council’s response to the To-Be Recommendations has been very thoughtful, and we are working to ensure that their feedback is reflected in the document. We are very encouraged by the initial response to the recommendations. Next we will be working with the Advisory Council members to discuss the recommendations with the Focus Groups. These meetings should be scheduled in the next couple of week. In the coming months we expect to make Advisory Council meetings with the Board a regular event.

The BPR team has also been sharing the To-Be Recommendations document with the wider stakeholder community, as well as Board staff. We held two Project Update webinars in February to present the To-Be Recommendations to stakeholders and elicit feedback. If you did not have an opportunity to attend one of them, we will be providing a recording of the webinar on the BPR section of the Board’s website by the beginning of March. In the first week of February, the BPR team traveled to Board offices around the state for roadshow presentations to share the To-Be Recommendations with Board staff.

When we have completed incorporating all of the staff and stakeholder feedback into the To-Be Recommendations, we will publish the document on the BPR section of the Board’s website. We anticipate that the document will be published in the April/May time frame. Please continue to monitor the website for the latest news and updates.

While the BPR team is finalizing the To-Be Recommendations, our consultant is working on business cases for each of the To-Be Recommendations. As mentioned previously, the business cases will describe each recommendation as a project or initiative, provide business justification for each project, and give a high-level cost/benefit analysis. During this phase, our consultant will also be developing a roadmap to implementation to accompany the business cases. This will be the final deliverable for the BPR project. The roadmap will be integral to how and when we launch the projects that are formed from the To-Be Recommendations. I hope you agree that after such a long road, this is a very exciting place to be in the course of the BPR project! I will have more on this in the coming weeks.

Some final thoughts about the As-Is and To-Be project deliverables—Of note during all of these meetings, presentations and webinars, and evident in all of the feedback we’ve received, both verbal and through the BPR mailbox, has been the high level of engagement of our stakeholders and Board staff. I have been impressed throughout this project with your recognition of the need for change, the willingness of our staff to embrace it, and everyone’s desire to participate in the challenges ahead.

Our goal from the beginning has been to open up avenues of participation for stakeholders to discuss what a new workers’ compensation system in New York should look like. I think we are well on our way to doing just that, and I deeply appreciate your continued participation.

I also want to emphasize that the communication channels we initiated during the project will not end when the project is over. We want to make open communication a foundation of the new workers’ compensation system in New York. We expect to maintain the communication with stakeholders that we established during the project as well as explore different communication channels to foster even more productive stakeholder participation and discussion.

Where we are going

The As-Is Assessment phase concluded in October. The To-Be Analysis is finishing now and will be followed by a GAP Analysis.
